Staffing and recruiting

The people, not just the systems.

Some problems are not a system problem. Sometimes the work is real, the process is sound, and what is missing is a person who can do the job. Anqa Systems places technical staff on contract, on contract to hire, and on a direct basis, and can carry them on payroll so you do not have to.

Why we do this

We kept sending this work away.

The rest of this site says that when a project falls outside what we do, we say so and point you to someone who handles it. Staffing was the request we sent away most often.

A business that has just had its operations documented and its workflow automated frequently discovers that the remaining gap is a person, not a tool. So we stopped pointing at the door. We place technical staff directly, working with a specialist recruiting and payroll partner rather than pretending to be one.

Roles

What we place.

Application development

Web developers, software engineers, architects and engineering managers.

Project and program management

IT project and program managers, scrum masters and agile coaches.

Cyber security

SOC analysts, SIEM specialists and security managers.

Data and AI

Data engineers, database administrators and data architects. Data scientists, machine learning and AI engineers, NLP and computer vision specialists.

Analysts

IT, business and technical functional analysts.

Systems and infrastructure

Linux, Unix and AIX administrators, and engineers for AWS, Azure and Google Cloud environments. We also place practitioners for the large enterprise platforms, including ServiceNow, Salesforce and SAP.

If the role you need is not on this list, ask. It is a short list because it is the work we can genuinely place, not because the answer is usually no.

Engagement types

Three ways to bring someone on.

Contract

The worker is on someone else's payroll for a defined period. You get an invoice, not an employee. Use this for project work, for coverage, and for anything you are not ready to make permanent.

Contract to hire

The same arrangement, with a defined path to bringing the person onto your own payroll if the fit is right. You get to see the work before you commit to the hire.

Direct placement

We recruit, screen and present candidates, you hire them outright, and we are paid a fee on the placement. No ongoing arrangement after the person starts.

Payrolling

Already found the person? We can still carry them.

This is the part most businesses do not know they can ask for.

If you have already identified who you want, a contractor you would like to keep, a referral, a returning employee, a specialist you cannot justify as a full time headcount, you do not have to add them to your own payroll to put them to work.

We can bring that person on through our staffing partnership and invoice you for their time. The worker is employed and payrolled through the partnership rather than by you. What that gets you:

  • No new employee on your books, and no new line in your payroll system.
  • Employment taxes, workers compensation and unemployment handled by the employing entity rather than by you.
  • Onboarding paperwork, background screening and I-9 verification handled before the first day.
  • One invoice, instead of a payroll run, a benefits question and a compliance exposure.

This is a normal, widely used arrangement. It is how businesses staff a project without permanently growing, and how they keep a good contractor without turning their bookkeeping upside down.

How this works

Who does what.

Anqa Systems is your point of contact. We take the requirement, we stay on it, and we are who you call when something needs to change.

The recruiting and payroll capability behind it belongs to a specialist staffing partner. Their recruiters source and screen the candidates, and their infrastructure handles employment and payroll.

We will tell you exactly who that partner is before you sign anything, for the same reason we tell you who owns your platform accounts. You should know who is in the arrangement in advance, not after.

Coverage

Regional for builds. National for people.

The rest of our work is Connecticut and New England, because it starts with us standing in your business watching how the work actually moves. That is a real constraint and we do not pretend otherwise.

Staffing is not bound the same way. Recruiting and payroll do not require anyone to be in the room. If your business is in Connecticut and the engineer you need is in Denver, that is a normal placement rather than an exception.

Process

How a placement runs.

  1. The requirement.

A conversation about what the role actually does, not the job description someone wrote two years ago. What the person needs to know, what they will touch, who they report to, and what working out looks like in ninety days.

  2. Sourcing and screening.

Candidates are sourced and screened against that requirement before you see anyone. You are given a short slate, not a stack.

  3. Your interviews.

You interview the people you want to interview. We handle scheduling, feedback and the awkward parts.

  4. Offer and onboarding.

Rate, start date, paperwork, background screening and I-9. Whoever is employing the worker handles it.

  5. After the start.

We check in. If the fit is wrong, we say so early and we replace, rather than waiting for you to raise it.

Our commitments

What you can hold us to.

  • Everyone you meet has been spoken to first. A resume that matches on keywords has not been screened, and we do not treat it as though it has.
  • We look at the process before we staff the role. When a workflow fix would remove the need for the hire, you will hear that before you pay anyone. It is the rest of our business and it is usually the cheaper answer.
  • You get a short slate you can work through in an afternoon. Volume is easy to produce and it moves the work onto your desk.
  • We quote rates we can hold. If the market rate for the role sits above your budget, you will hear it in the first conversation rather than after a month of searching.

Fit

Who this is for.

This works for a business that needs technical capability it does not want to hire permanently, that has found someone it wants to keep but cannot carry on payroll, or that is short a specific skill for a defined project.

We are probably not the right fit if you need a large team stood up at once, or if the role has to sit in a location where the talent market is thin and the budget is fixed. Both are still worth a conversation, and you will get a straight answer early either way.

Start here

Tell us about the role.

A twenty minute call is usually enough to know whether this is a placement, a process problem, or something we should not be involved in.
